The MET Police and photography

Recently the MET Police in London released a statement in which they clarify their approach towards photography in public places and in which they clearly state: "Members of the public and the media do not need a permit to film or photograph in public places and police have no power to stop them filming or photographing incidents or police personnel." I guess that this is a reaction on the highly publicized incident involving two Austrian tourists earlier this year, but before that the Bureau of Freelance Photographers in London had already provided their members with a card to show people, guards or police officers preventing them from photographing in public places as the number of incidents was growing. However, nobody seems to have explained Photography and Section 44 of the Terrorism Act 2000 to the MET Police officers yet as the incidents still continue. :-(
